震损水库的安全度汛对策

摘要
"5.12"汶川特大地震造成四川1 997座水库受到地震损害,379座水库出现溃坝险情及其它高危险情。时值汛期,为确保受震害水库安全度汛,防止大规模次生灾害的发生,水利部组织了对震区受震损水库的调查。针对震损水库度汛所面临严峻形势和存在的问题,提出了确保2008年安全度汛对策及工作要点,阐述了有针对性的应急处理的工程措施与非工程措施,强调处理好应急除险与除险加固、安全度汛与蓄水保水等关系问题,对于进一步做好震灾之后的防汛度汛工作、水库应急除险及维护治理工作,具有实际的应用指导作用。
The "5·12" Wenchuan Earthquake has made 1 997 reservoirs damaged and 379 of them face dam failure and other high risk situation.In order to ensure the safety of earthquake-damaged reservoirs in the flood season and prevent large-scale of secondary disaster occurring,the Ministry of Water Resources organized an investigation on damaged reservoirs in the disaster area.In the light of serious situation and existing problems of reservoir safety in flood season,the countermeasures and the main working points for ensuring the safety of reservoirs in 2008 flood season are put forward.This paper presents targeted structure and non-structure measures of emergency handling and lays emphasis on properly treating the relations of emergency risk removing and reinforcement,ensuring safety in flood season and impounding,etc.The experience obtained in this emergency handling will help well ensuring the safety of water conservancy works in flood season,emergency handling and danger removing of reservoirs and their maintenance after the earthquake disaster in future.
