安全社区地震应急准备能力评价

摘要
提高社区地震应急准备能力,既是安全社区建设的重要内容,也是推进当前社会精细化管理的新路径、新方式。通过对汶川、玉树和芦山地震应急准备能力的对比研究,找出了影响社区地震应急准备能力的关键因素,构建了社区地震应急准备能力评估指标体系,建立了社区地震应急准备能力综合评价模型。基于玉海园二里社区的实例分析,从应急知识普及、应急预案演练、应急避难场所建设、居民的心理承受能力和家庭应急物资储备五方面提出了改善社区应急准备能力的具体对策。社区地震应急准备能力评估方法为安全社区建设乃至和谐社会发展提供了新思路。
It is important content of safety community to improve the ability of community earthquake emergency preparedness,and promote the new path and the way of the current society of fine management.Through comparing the emergency capabilities of Wenchuan.,Yushu and Lushan earthquakes.This paper analyzes the key factors that influence safety community earthquake emergency preparedness capability and builds the evaluation model of the safety community earthquake emergency preparedness capability.Through the case study of the earthquake emergency preparedness capability of Yu Haiyuanerli community,this paper puts forward the concrete countermeasures to improve ability of community emergency preparedness from the emergency knowledge popularization,contingency drills,construction of emergency shelters,residents' psychological bearing ability and the family emergency supplies reserves five aspects.Community earthquake emergency preparedness capacity evaluation methods will effectively promote the safety community provides a new way of thinking and even the development of a harmonious society.
