基础设施工程地震直接经济损失评估方法

摘要
现行的地震现场灾害损失评估中,基础设施工程损失是通过逐项调查并会同政府有关行业主管部门共同评定得到的,而基础设施工程包含多个系统,如供电系统、供水系统、通讯系统、交通系统、供气系统和水利工程等,因此,在一次地震中,要准确地估计基础设施工程结构的损失比建筑物损失的估计要更为复杂。为了快速地评估基础设施工程的地震直接经济损失,通过收集1993年到2005年震例中的基础设施工程损失,以建筑工程地震直接经济损失为基础,利用统计回归的方法得到基础设施工程直接经济损失值,为灾区整个直接经济损失的评估和灾后决策提供参考。
In current earthquake disaster losses assessment method,the infrastructure engineering losses are investigated iterm by item and assessed together with the relevant competent authorities of local government.However,the infrastructure engineering contains many systems,such as power supply system,water supply system,communication system,transportation system,gas supply system and hydraulic engineering.Therefore,when a region is subjected to an earthquake,the accurate assessment of loss of infrastructure engineering is more complex than that of buildings.In order to assess the earthquake economic loss of infrastructure engineering quickly,the earthquake data on economic losses of infrastructures from 1993 to 2005 was collected and analyzed in this paper.Based on the building structure loss,the quantitative relationship between the infrastructure engineering loss and building structure loss was given using the statistical regression method.And the regression results are reasonable and provide a reference to the regional assessment of the economic loss of infrastructure engineering.
