试谈1989年山西大同—阳高地震应急救灾的若干问题

摘要
根据在地震现场收集的大量资料 ,总结了 1 989年山西大同—阳高地震应急救灾的作法。叙述了该次地震后成立救灾组织、分配救灾物质、慰问灾民、传递灾情等政府的主导作用、部队主力军作用等。提出防止二次及衍生灾害、发挥金融机构在救灾中的作用问题、以及应总结群众救灾经验、注意发现宏观异常等问题
Using a lot of the scene data of the Datong Yanggao earthquake in 1989,practices meeting emergencies and disaster relief of this earthquake,including dominant action of local government such as founding disaster relief organization,distributing disaster relief materials, and condoling victims,transferring disaster situation,and main force action of army, are reviewed Preventing twice or trice disasters, exerting the action of financial organization in disaster relief, summarizing the experience of mass disaster relief, taking notice of macroscopic anomalies,etc are put forward
