关注农村的地震安全问题

摘要
农村人的生命和城市人的生命同样需要尊重和关爱。这在全国上下防治“非典”的活动中得到了充分体现。但是 ,在地震灾害预防方面 ,对农村地震安全的关注却较为欠缺。假如仅热衷于震后的救灾活动 ,而忽视了震前的工程防御工作 ,则达不到应有的减灾效果。文章从地震震害和预防经验出发 ,对关注农村地震安全的必要性、可行性进行了简要论述 ,并提出了希望和建议
The life of the human being both in urban and rural areas needs to be esteemed and cared for equally. This is fully reflected in the prevention and cure of "SARS" throughout the country. But in the earthquake disaster prevention, the attentions paid to seismic safety in rural areas are relatively deficient. If we only lay stress on the post earthquake relief work, but ignore the pre earthquake engineering precaution, the due results of disaster mitigations could not be achieved. The paper briefly discusses the necessity and feasibility for paying attention to the seismic safety in rural areas, and puts forward a proposal and hope, proceed from the earthquake disasters and prevention experience.
