技术民主化对技术风险的应对及其困境

摘要
日本福岛核泄漏事故由一个地震的次生灾害上升为一个影响甚至超过地震本身的严重危机,再次为人类应对技术风险敲响警钟。技术风险在当今时代无处不在,不仅在器物层面也在意识层面对人类产生着严重影响。尽管存在一些困境,技术民主化把民主引入技术的决策、设计及管理等过程中,仍将成为预防或减小技术风险的一个重要路径。
As secondary disaster caused by a great earthquake,Japan's nuclear leakage accident has become a serious crisis whose influence has exceeded the earthquake itself.The crisis alarms again the human to copy with technology risk.In modern times,technology risk exists in every field of the society,which affects not only on the level of substance but also on the level of spirit.Although there are some dilemmas,technological democratization introduces democracy into the process of technology decision,design and management,which would become an important way of preventing or decreasing technology risk.
