一种多受灾点的灾害应急资源分配模型

摘要
研究了灾害发生后总量有限的多种应急救援物资对多受灾点进行资源合理分配的问题,利用层次分析法对通过向专家发放调查问卷得来的数据进行分析,得出各评价指标的权重;求出了单位应急救援物资对各受灾点所发挥的效用系数,在该效用系数的基础上建立了各救援物资对各受灾点的分配的总效用方程并用遗传算法求解。以某地区地震灾害为例,计算出了合理的分配方案,结果表明该模型的有效性和可行性。
In emergency management,resource assignment is an important issue when disaster happens.The resource assignment problem with multiple disaster places is addressed and a method is proposed for this problem.It is a three-phase method.In Phase 1,by using questionnaire,it analyzes experts' opinions so as to weight the indices.In Phase 2,the gain coefficient for a resource to a disaster place is calculated and a non-linear mathematical programming model can be obtained.In Phase 3,the problem is solved by using genetic algorithm.A case problem is given to test the effectiveness of the proposed method.
