摘要

本文针对20世纪末欧亚地震带上发生的几次强震造成的人员和财产的重大损失进行了讨论,认为主要原因是城市建筑物抗震能力脆弱,提出21世纪的防震减灾工作重点应转向城市的抗震设防上。
In this paper, oriented several strong earthquakes occurred in Europe - Asia seismic belt which caused a great property loss and casualty, through discussion, we cognized that the major reason is vulnerability of anti -earthquake features of these buildings, and presented that the emphases of earthquake prevention and disaster relief have to turn the anti - earthquake design of cities.
