摘要

我国是世界上地震灾害频次高、损失重的国家之一。抗震救灾是我国经济社会发展的一个重要组成部分,是关系到中华民族生存与可持续发展的一个永恒主题。从公共伦理视角审视,人本原则、时效原则、互助原则、知情原则是地震灾害救助应当遵循的四条基本原则。
The earthquake disaster of our country happens with the high frequency and heaviest loss comparatively.It is an important component of socio-economic development of our country to provide disaster relief,and an eternal theme relative to China's prosperity and sustainable development.Examining in terms of public ethics,the four basic principles to follow are: people first principle,prescription principle,principle of helping each other,principle of informed consent.
