危险品航空应急运输中空运模式及豁免包装研究

摘要
为进行更快速、高效、安全的航空应急救援运输,分析其突发性、快速高效性、地理条件局限性、高风险性、非常规性等方面的特点;阐述应急运输中危险品航空运输的常规和非常规模式,分析这2种模式的安全保证要素。针对非常规模式,提出以包装等级为横坐标,包装件的限量为纵坐标,根据实际存在的关系点,拟合相对禁运品所属类别的包装件的限量和包装等级之间的函数关系曲线,选取最合适的函数曲线,并假设豁免的包装等级为0级,从而得到危险品豁免运输时包装件的限量的概念。
The work was done in order to make emergency transport more rapid,efficient and safer.Characteristics of emergency air transport were analyzed. Conventional and unconventional modes of emergency air transport of dangerous goods were expounded. Main safety elements were analyzed for the two modes. An idea was put forward for finding out the max net quantity of relatively forbidden dangerous goods needing exemption. The idea involves following steps seeking packaging method of them by first finding the group the relatively forbidden dangerous goods belong to,drawing some fitting curves about max net quantity and packaging level via the three existing points,choosing the best fitting curve,and assuming packaging level of relatively forbidden dangerous goods is 0,then can find out the max net quantity in exemption.
