中国青岛沧口商业大厦监理实务与思考

摘要
结合青岛沧口商业大厦工程，阐述该工程承揽、合同签定、监理规划等前期工作和实施监理的过程；提出了为实现质量、工期、投资三大控制目标所应采取的措施和建立的规章制度．就如何更好的在中国推广建设监理制度提出了几点意见．
The construCtion supervision system with Chinese characteristics is being promoted formallyin China. Since the year of 1992,our comaly has taken over many supervision projects of whichQingdao Cangkou Comerical Building was a major projeCt and one of the several concerns in Qingdaoin 1992. It is a high-rise flamed structure with building area of 30, 000 m2 and cOSts more than 70million Yuan. The comprehensive building has main function such market and auxiliary functions asguest room, dining room, office, entertainment hall and so on. The practice of the supervision of thisbuilding started from the beginning of the construction. This Paper illustrates the previous jobs whichincludes taking over the projeCt, signing the contract, making the supervision plan, etc. It exlpoundsthe concrete processes as well as the measures and rules and regulations for achieving the three controlobjects of quality, time limit and investment. Baed on several times of suprevision, some thoughtsand opinions are also PUt forward on how to promote and better the construction supervision system.This peper will be used for reference in carrying out this system in China.
