基于GIS的油罐地震次生灾害预评估系统

摘要
储油罐在破坏性地震发生时常会引发火灾、爆炸、泄漏等重大次生灾害。对油罐危险源震害特性、油罐次生灾害的自然属性,及其与地震震害之间的相关性进行了探讨;提出了理论地震影响场模型和油罐震害模型的建立方法;以研究区城市的油罐危险源为研究对象,阐述了一套基于GIS的油罐危险源地震破坏预评估系统的技术原理,以实现对城市油罐危险源地震次生灾害危险等级的预评估,为地震灾害防御部门震前快速预评估,指导油罐分布地区进行改造和重建和制定科学的抗震救灾决策提供技术支持。
As a lot of earthquakes all around the world show,most destructive earthquakes cause secondary disasters.The loss that secondary disasters cause often goes beyond earthquake disaster itself.The oil tank with flammable and explosive oil often causes destructive secondary damage when it leaks,is fired,and thus exploded.This paper studies the characteristics of oil tank secondary disaster of earthquake and the relationships between the damage of oil tank secondary disaster and the seismic intensity.And it studies the modeling of the seismic influence field and the oil tank hazard caused by earthquake and explains a technological theory of a GIS-based early assessment system for oil tank secondary disaster of earthquake that is designed to rate oil tank hazard in urban area,to help relocate and reconstruction oil tanks in earthquake resistant design,to supply technical supports for decision-making in earthquake disaster relief,and to prevent the oil tank fire and explosion caused by the urban earthquake.
