摘要

市场环境是在一定体制下影响融资行为的政府支持服务程度、金融机构认可程度、中介机构参与程度及相关法律完善程度等各种因素的集合,对科技型中小企业知识产权担保融资活动起着重要的推动或制约作用。只有将各个因素置于市场大环境之中进行综合分析,方能为科技型中小企业知识产权担保融资的发展找到合适的道路。进一步改善科技型中小企业知识产权担保融资市场环境,应明确政府角色定位,提升金融机构认可度,提高中介机构水平,完善知识产权担保登记制度,拓展知识产权担保实现途径。
        The market environment is influenced by various factors under a certain system, such as the government support, the recognition of financial institutions, the participation of financial agencies, and the concerning laws and regulations. It plays an important role in the intellectual property secured financing of small and medium-sized technological enterprises, no matter the role is to promote or to restrict. A comprehensive analysis of all factors of the market environment is required to find a suitable development path of intellectual property secured financing for those enterprises. According to the characteristics of those enterprises, the concerning laws and regulations on intellectual property secured financing in China are examined in this paper. In order to further improve the market environment of intellectual property secured financing, it is necessary to clarify the role of the government, boost the recognition of financial institutions, improve the service of financial agencies, develop the registration system of intellectual property guarantee, and improve the path of intellectual property secured financing.
