基于CGE模型的碳排放与市场化减排机制设计

摘要
二氧化碳排放是我国面临的重大环境问题,碳排放权交易是国内实现2030年减排目标的重要政策。基于研究需求,构建了中国能源-经济-环境多区域CGE模型,模型包含能源产业部门、碳交易模块,把全国分为东、中、西3个区域,模拟了不同碳减排政策对区域经济和碳排放的影响,包括产业部门产出、价格、居民福利等。研究发现:在减排背景下实施碳交易有利于有效降低整个社会的减排成本,有利于平衡区域经济的发展,降低碳排放对区域经济的影响,还能够提高减排效率,并据此提出了相关政策建议。
        Carbon dioxide emissions are a major environmental issue facing China. Carbon emissions trading is an important policy for achieving the 2030 emission reduction targets in China. Based on the research needs, this paper constructed a multi-regional CGE model of energy-economy-environment in China,which included energy industry sector and carbon trading module. The model divided the whole country into three regions:east,middle and west. It simulated the impact of different carbon emission reduction policies on regional economy and carbon emissions,including the output,price and welfare of industrial sector. It is found that the implementation of carbon trading in the context of emission reduction is conducive to effectively reducing the cost of emission reduction of the whole society,balancing the development of regional economy,reducing the impact of carbon emissions on regional economy,and improving the efficiency of emission reduction. Based on this,relevant policy recommendations were put forward.
