摘要
辽宁省河长制信息化建设存在重点河段视频监控缺乏、水利网络带宽有限、无人机巡河设备不足等短板,亟须建立河长制管理信息系统以集中解决这些问题。系统建设在充分利用现有水利信息化资源的基础上,完善软硬件环境,整合共享相关业务信息系统成果,以"互联网+水利"的思路,结合物联网、大数据、云计算等先进技术手段,按照分布式服务模式,服务河长制及其六大主要任务为目标,实现管理范围全覆盖、工作过程全覆盖以及业务信息全覆盖。系统地建立河长制信息系统能更好地满足辽宁河长制管理工作的实际需要,实现多部门联防联控、区域共治,增进社会公众参与监督决策,有效提升辽宁水环境治理的科学化和信息化水平,对于辽宁省水资源的可持续利用和经济社会可持续发展,以及建设节水型社会、改善水质状况、促进水环境发展、实现水生态修复具有重要意义。
        There are some problems in the informatization construction of the river chief system in Liaoning Province, such as lack of video monitoring in key river sections, limited bandwidth of water conservancy network, and insufficient unmanned aerial vehicle(UAV) equipment. It is urgent to establish the river chief system management information system to solve these problems. On the basis of making full use of the existing water conservancy information resources, the system will improve the software and hardware environment and integrate and share the achievements of relevant business information systems. The system uses the idea of "the Internet plus water conservancy" and combines advanced technologies such as Internet of Things, big data, cloud computing, etc., and aims at serving the river chief system and its six main tasks according to the distributed service mode, so as to realize full coverage of management scope, working process and business information. The systematic establishment of the river chief system information system will greatly meet the actual needs of the river chief system management in Liaoning, realize joint control by multi-departments and regional governance, enhance public participation in supervision and decision-making, and effectively improve the scientific and information level of water environment management in Liaoning. It is of great significance to the sustainable utilization of water resources and the sustainable development of economy and society in Liaoning Province, as well as to the construction of a water-saving society, the improvement of water quality, the promotion of water environment development and the realization of water ecological restoration.
