摘要
随着我国城乡发展规模的不断扩大、以及在追求经济效益最大化等思想的带动下,国内部分工业企业搬迁遗留下的污染场地数量正在逐年递增,而所造成的土壤污染问题日趋严重。因此,在对场地土壤污染问题进行有效控制时,不仅要对工业企业搬迁并移交的土地进行平整处理,亦要对这些土地的使用性质进行变更。工作人员在对场地污染土壤问题进行调查与风险评估时,应当重点关注原工业企业的生产背景、生产布局、以及生产工艺,并结合相关基本要素进行风险评估。
        With the continuous expansion of the scale of urban and rural development in China, and driven by the pursuit of economic efficiency maximization ideas, the number of polluted sites left over by relocation of some domestic industrial enterprises is increasing year by year, and the problem of soil pollution caused by relocation is becoming more and more serious. Therefore, in order to effectively control the soil pollution of the site, it is necessary not only to leveling the land transferred by industrial enterprises, but also to change the nature of the use of these land. Therefore, when investigating and risk assessment of site contaminated soil, staff should focus on the production background, production layout and production process of the original industrial enterprises, and conduct risk assessment combined with relevant basic elements.
