应急体系下的省级国民经济动员管理信息系统设计与实现

摘要
组织与实施国民经济动员是国家应急处置与响应体系建设的一个重大课题,它也是国家应对战争和突发事件的重要手段。按统一信息化标准,建设国民经济动员管理信息系统,并以此为基础建设国民经济动员仿真演练研究中心,推进国民经济动员管理信息化工作,是未来国家应急体系的发展方向。
本课题采用基于Web架构,地理信息系统技术,构建适应于省、地、县各级国民经济动员机构,实现全省经济动员潜力调查数据的网上报送、分析和处理,实现经济动员预案的动态生成和管理。本课题针对应急体系信息化需求,提出省级国民经济动员信息化的建设的目标和内容,研究省级国民经济动员信息化建设的体系结构设计和系统实现方案,并开发与实现一个省级国民经济动员管理信息系统。
本文首先介绍了课题的相关背景及其研究意义,紧接着概述了课题研究现状及其研究内容。其次本文详细阐述了课题涉及的软件开发技术。本文从应用角度研究国民经济动员管理信息系统系统的相关理论和实现技术,给出了系统开发应用的规划与设计方法。本文最后展示了省级国民经济信息管理系统软件的实现内容,并提出课题的下一步规划。
Organization and implementation of the national economy mobilization is national emergency response system and the construction of a major issue, it is also the state should war and an important means of unexpected incidents. According to the information of the unified standards and building the national economy mobilization management information system, as the basis for building national economic mobilization simulation exercise research center, and promote the national economy mobilization management of information technology, the future of national emergency response system is the direction of development.
The topic of Web-based framework, geographic information system technology, to achieve the province's economic mobilization potential of the Internet survey data submitted, analysis and processing, the realization of economic mobilization plans dynamic generation and management. The topics of information systems for emergency needs, mobilization of the national economy by provincial Information building in the objectives and content, research provincial construction of the national economy mobilization information architecture design and systems programs, and the development and implementation of a provincial national economic mobilization management information systems.
First, the issues relevant background and significance, then outlines the research on the status quo and its contents. Secondly this paper elaborated on topics related to software development technology. This paper studies from the perspective of the national economy mobilization of management information systems associated with system theory and the achievement of technology, development and application of the system is the planning and design methods. Finally, the national economy showed provincial information management system software to achieve, and the next step in planning a proposed topic.
