山西省右玉县农民培训模式研究

摘要
农民教育培训已作为全党工作的重中之重,对增加农民收入,推动农村经济发展和整个社会的发展都具有十分重要要的作用。本文在查阅国内外关于农民培训相关资料,通过查阅收集大量的第一手资料,并结合对右玉县有关部门实地调查获得资料的基础上,通过深入细致分析,研究了右玉县农民培训模式的现状、存在的问题、提出了完善培训模式的对策措施,对右玉县及国内同类地区农民培训模式的推广具有重要的现实指导意义。
本文主要内容分六部分:首先以马克思主义的全面发展学说、人力资源学和可持续发展学说为理论指导,阐述了本论文涉及的核心概念。其次从右玉县自然社会经济条件着手,分析其农民培训现存模式与基本现状,右玉县现存的培训模式主要有能人带动式培训模式、公司+基地+农户模式、参与式培训模式。为了深入了解农民需求,设计了调查问卷,根据调查结果分析,得出结论。进一步指出了右玉县的农民培训模式存在的突出问题:农民文化水平低,思想落后,培训意识差;政府对农民教育的统筹管理不到位使得农民教育缺乏有效地组织协调;农民培训针对性不强,效果有待进一步提高;农民培训的资金投入不足,政策支持力度待加大;农民培训缺乏法律政策的保障。提出了完善农民培训模式的总体思路:建立政府引导与市场运作相结合的政府统筹协调、农业部门牵头、相关部门配合、社会力量参与运行机制、提高农民的参与培训的意识、积极优化培训教学体系建设和培训资金体制建设。提出了健全农民培训模式的保障体系,即法律保障体系、组织管理保障体系、资金投资保障体系和信息服务网络保障体系。
通过以上分析,本文得出以下结论:民间力量举办的培训是农民所喜欢的。农民需要短期、免费的农业实用技术为主的培训。农民喜欢面对面授课与现场指导相结合的培训方式。农民希望就近接受培训。政府应该根据农民的实际需求与意愿,来制定有针对性的培训计,引入竞争机制,实现培训主体多元化,优化培训资源配置,注重多种培训模式组合,实现多种培训模式相互补充,共同促进。
Farmers education training has been the most important task as the work of the party, Tt has very important effect to increase the income of peasants, promote development of rural economy and social development.Based on thorough investigation YouYu County relevant departments, collected a lot of first hand information, on the basis of related material about consulting professional education about farmers of domestic and foreign, through the thorough careful analysis, study the situation of YouYu County farmers training mode、problems、Countermeasures of improve the training mode、establish and perfect the farmer training model of security system、it has important realistic significance to YouYu County and domestic similar to the promotion of regional farmers' training mode.
This paper is divided in six parts: The first,to the overall development of Marxist theory、science and sustainable development of human resources theory as a theoretical guide,this paper expounded the core concepts involved. The second, from the natural and social-economic conditions Youyu County to proceed, analysis of the farmer training status of existing models and the basic, the training modules of Youyu County are the training mode of talent driven、the training mode of "The company + demonstration base + farm households "、the training mode of participatory. The third, In order to deeply understand farmers demand, designed questionnaire, according to the survey analysis, drawed the following basic conclusion: The fourth, it pointed out the farmers YouYuXian training mode of existing prominent problems: peasants culture and low level of thought behind, training consciousness difference; the overall education for farmers government education management does not reach the designated position makes the lack of effective organization and coordination; Farmer training pertinence is not strong, the effect be further developed; The farmer training insufficient capital investment, policy support to increase; Farmer training of security lacks the legal policy. The fifth, puts forward several Suggestions on improving the general idea of farmers training mode: set up a government guidance and marketing combination of "government coordination and the agriculture department lead, relevant departments with, social forces" operation mechanism, improving farmers' to participate in training the consciousness, actively optimization training teaching system construction and training fund system construction. Put forward the sound farmer training mode security system, the legal system and organizational management guarantee system, capital investment guarantee system and information service network security system.
Through the above analysis, this paper concluded that the following conclusion, that farmers have like training that is held by folk strength, Farmers need short-term, free agricultural training of practical primarily techniques.Farmers like training that face-to-face teaching combined with the guidance of the training mode. Farmers hope nearby training .The government should make training planaccording to the actual demand and the willingness to farmers. Introducing competition mechanism , realizing training pluralism, optimization training allocation of resources, Pay attention to various training mode combination complement each other, and jointly promote
