山东邮政工时精细化管理信息系统的设计与实现

摘要
山东邮政工时精细化管理信息系统系统,依托邮政金融数据下载平台(储蓄、汇兑、国际业务)、电子化支局等邮政生产系统,以综合营业、储蓄营业为主要分析对象,实现了对所有营业员工的考勤管理;对网点和员工的工时利用率、工时饱满率数据进行统计分析;对网点的业务量多维度时间波动情况进行监控;对网点动态排班提供参考;对网点定员和台席设置情况进行测算的五大功能。系统提供了分析管理员工工时利用效率和人工效能的数据支撑,是山东邮政各级人力资源管理部门进行员工工时管理的重要决策辅助工具。
     系统采用面向对象的方法进行需求建模以及系统分析设计。系统整体架构根据业务需求,结合系统功能定位、角色划分和设计原则,将系统设计为数据采集、工时基础数据管理、工时分析、营业时间分析、定员分析等几个模块。系统网络结构。工时精细化系统部署与省内邮政综合网中,各单位用户可以在综合网中访问系统,也可以在互联网中以安全认证的方式访问。系统采用J2EE架构,B/S模式,数据存储采用Oracle数据库,Web应用服务器采用Tomcat6.0。整个系统主要分为数据采集、数据分析两大部分。数据采集是数据分析的核心基础。系统需要从邮政电子化支局系统、金融数掘下载平台、电子商务平台下载营业数据,这部分数据采用每日定时执行程序将每日营业的基础业务数据导入本工时系统。对于其他不能从系统中取数的数据,则通过系统补录功能导入工时系统。数据分析部分则通过对基础数掘的统计、分析、挖掘和再加工等手段,结合人力资源部门制定的一系列考核标准、指标等来进行界面友好的多维度统计分析应用展示。
     在系统的需求分析阶段,详细描述了系统的整体业务和业务流程,并且在该模块还详细说明各模块的功能以及它们之间的关系。系统划分为数据采集、汇总计算、数据分析、数掘信息管理查询四个功能模块。采用模块化设计思想,将进一步细化的业务需求按照功能划分出来,然后采用活动图、用例图,UML统一过程化方法对细化的业务需求进行描述。在需求分析的基础上,进行了系统的构架设计和功能设计。在系统洋细设计中,数据采集、汇总计算、数据分析、数据信息管理查询四个功能模块实体类、数据分析类进行静态建模。
     在基础数据准备基本完善和准确的前提下,系统在省内四个市局进行了试运行。试运行历时两个多月的时间,通过试点单位全面地使用系统辅助进行工时管理,一方面发现了系统在功能上的不足,系统及时进行了调整;另一方面各试用单位也首次看到了清晰的、详尽的工时数掘,为实际用工工作提供了帮助。2012年初,系统在全省各人力资源单位正式上线运行。系统通过深入地分析和不断完善,实现了每天定时从各生产系统中抽取数据,每天、每月定时分析计算的功能,各单位用户可以快速地查询到多种分析报表。系统出具的考勤报表逐渐取代各网点手工考勤,系统分析的员工工时信息在2012年用工督导工作中提供了重要数据依据,同时系统在优化网点营业时间、合理安排员工工时、完善网点动态排班方面正积极地提供着技术支撑。
