豫北安林地区铁矿资源战略研究

摘要
钢铁业是豫北安阳-林州地区的支柱性产业,为这一地区的国民经济持续快速发展做出了重要贡献。随着区域经济的持续高速发展,包括河北邯-邢地区在内的周边地区对铁矿石的需求快速增加,铁矿资源的开发程度也越来越高,但原矿产量目前仅达到安-林地区需求量的5%左右,远不能满足钢铁工业的需求,极易引发资源安全问题;同时,由于近年来地质勘查投入较小,铁矿后备资源也严重不足。因此,开展该区铁矿资源可持续发展保障战略研究,实施优势矿产资源带动战略;依靠科技进步,用好两种资源,实现生态环境保护协调发展具有重要的战略意义。
     论文采用资源经济学、循环经济理论及可持续发展理论,本着定性与定量相结合的原则,系统分析了安-林地区铁矿成矿地质条件和成矿规律,系统研究了典型矿床特征,对该区铁矿资源勘查、开发现状进行了分析;在确定具有成矿地质条件和成矿远景的基础上,综合分析了影响资源储量的各种因素,对该区铁矿资源潜力(包括覆盖区、矿床深部及外围)进行评价,对其成矿区找矿前景进行了评估;确定了铁矿资源预测区并进行了分类,对资源量进行了定量预测;论述了铁矿资源的保证程度。系统分析了铁矿资源开发利用造成的主要环境问题的类型与现状,分析了铁矿开发活动对环境承载力的影响、现状与发展趋势。以石村铁矿环境治理项目为案例,探讨了正确处理经济发展与资源开发、环境保护的关系,探求了经济发展—资源开发—环境保护和谐统一的绿色矿业发展模式。
     结合理论研究和实证分析,以立足国内保障资源供给的观点,确定了安-林地区未来一定时期内铁矿资源的总体战略,从以下五个方面提出了解决安林地区铁矿资源问题的对策和建议:①科学规划;②加强地质勘查工作,提高矿产资源保障能力;③大力发展循环经济,集约利用资源;④资源开发与环境保护协调发展;⑤加大对铁矿石的投入和调控。并提出了多层次合作机制发展战略建议和多层次国内外人才和技术利用的战略。
The steel industry using iron ore resources as raw materials has made great contributions to the sustainable and rapid development of the regional economy in the Anyang-Linzhou region. However with the continueous and rapid development of regional economy, the demand for iron ore increases rapidly. The development is at a high level, but the production of raw ore reaches only about 5% of demand, which is far from meeting the demand of iron and steel industry in Anyang-Linzhou region; meanwhile, iron ore reserve resources are of serious shortage, so it is of important strategic significance to carry out the study on the security strategy of iron ore resources to the sustainable development of regional economy and to carry out the strategy of being driven by superior mineral resources, to realize eco-environment protection and coordinated development basing on scientific and technological progress and making good use of resources.
     Adopting resource economics, resource strategy, theory of circular economy, sustainable development theory, outlook of scientific development and so on, based on the principles of the combination of theory and practice and the combination of qualitative and quantitative analysis, the paper analyzed the geological conditions of mineralization of iron ore in Anyang-Linzhou region, summarized the laws of mineralization of iron ore, classified the types of iron ore in the region, and systematically studied the characteristics of typical deposits, which can effectively guide the exploration of iron ore resources in the region and increase the reserve of iron ore so as to improve the security degree of the iron ore resources in the region. The paper also analyzed the iron ore exploration and the status quo of exploration in the area, and assessed the potential of iron ore resources (including coverage area, deep and surrounding deposits) in the region with the comprehensive analysis of the various factors affecting reserves based on identifying that it has the geological conditions and prospect of mineralization; defined the forecasting area of iron ore resource and made classification and make quantitative prediction to the volume of the resource; described objectively the assurance degree of iron ore resource; analyzed systematically the type and status quo of major environmental problems caused by the development and utilization of iron ore resources, analyzed the influence of the activities of iron ore development on the bearing capacity of environment, its status quo and development trend, discussed disposing rightly the relationship between economic development and resource development & environmental protection, and explored the green development mode of mining industry harmonizing economic development, resource development and environmental protection.
     Combining theoretical research and empirical analysis, holding the point of view of basing on domestic security resource supply, the paper defined the overall strategy of iron ore resource in Anyang-Linzhou region in a certain period in the future, and put forward the countermeasures and suggestions of settling the problems of iron ore resources in Anyang-Linzhou region from the following five aspects: 1). scientific planning; 2). enhance geological exploration, improve the capacity of security of mineral resources; 3). develop vigorously circular economy, use the resources intensively; 4). develop coordinately resource development and environmental protection; and 5). increase the input and control on iron ore. The paper also proposed the development strategic suggestions of multi-level cooperation mechanism and the strategy of multi-level utilization of domestic and foreign talents and technology. Based on domestic status and using iron ore resources abroad to ensure the healthy and sustainable development of steel industry in the area.
