资源型产业集群的影响因素与发展研究

摘要
对产业集群的研究现已成为国内外学术理论界普遍关注的热点问题,尤其是对加工型或科技型产业集群的研究,相比之下,对资源型产业集群的研究显得还不够深入,在我国也是如此。在目前全球资源短缺问题不断加剧、能源危机、环境日益恶化的大背景下,对我国产业集群中的资源型产业集群进行充分、深入的研究显然是必要的和适时的,资源型产业集群的发展对于资源的开发利用、资源型产业发展和区域社会经济发展等都具有很重要的战略意义。
本文在对资源型产业集群涵义、特征、分类以及我国资源型产业集群地理分布进行广泛了解和分析的基础上,主要创新点和贡献有以下几个方面:1、论述了资源型产业集群的确切涵义和特征。资源型产业集群就是指以自然资源的开发(包括勘查、评价、保护、再生等在内)和加工产业为主导的、由相互联系的众多企业和机构在一定的地理空间内聚集而形成的产业群落。资源型产业集群应该具备(不是已经具有了的)的特征:集聚性、关联性、网络性、文化性、开放性。2、分析了影响我国资源型产业集群形成和发展的主要因素。即:基础因素——自然资源条件,重要因素——企业自身状况,关键因素——集群内部结构体系,根本因素——政府服务管理。3、探讨了我国资源型产业集群整体可持续发展的几个主要问题和评价资源型产业集群发展水平的几种方法,包括规模问题、竞争力问题、成熟度问题、转型和升级问题。4、针对影响我国资源型产业集群形成和发展的主要因素,提出了提高其整体实力从而实现可持续发展应采取的对策和具体措施。5、以娄底市的煤炭产业集群作为实例,运用计量模型方法,测度其总体的发展水平,并针对其存在的问题,提出提高娄底市煤炭产业总体发展水平的对策和建议,为其他地区的资源型产业集群发展提供了现实参考。
本文的研究同时也是对学术理论界有关我国资源型产业集群研究的已有成果的一个盘点和总结,重点论述了资源型产业集群形成和发展的影响因素,竞争力、成熟度的测度以及发展瓶颈等内容。本文的研究对于在目前全球性资源和环境问题日趋严峻的大背景下,科学发展国家工业经济、生态经济、循环经济、区域经济、城市工业群,达到人类与自然的和谐共处,实现可持续性发展,都有一定的现实指导意义。
The study of industrial clusters in academic circles at home and abroad has become a hot issue of common concern, especially for processing or tech industry cluster study, but the study of resource-based industry cluster is not yet thorough enough, particularly in China. As the current global shortage of resources ,the energy crisis, the deteriorating environment, continuing to accelerate, at the backdrop of it, it is clearly necessary and timely to have conduct full, in-depth research on China's industrial clusters and also the development of resource-based industry has a very important strategic significance for the development and utilization of resources, resource-based industrial development and regional socio-economic development.
Based on extensive understanding and analysis of resource-based industrial clusters in the meaning, characteristics, classification and resource-based industry cluster of geographical distribution. The major innovations and contributions are the follows: 1 Discusses the exact meaning and identity of resource-based industrial clusters .Resource-based industry cluster refers to natural resources development and processing industry, dominated by the large number of interconnected companies and institutions in a certain geographic space, industry gathered to form communities. Resource-based industrial cluster has the characteristics: concentration, relevance, network, cultural, openness. 2 Analyze the main factors of China's resource-based industry cluster formation and development .Namely: the basic factor- natural conditions, the important factor - enterprise's own situation, the key factor - the internal structure of the cluster system, the underlying factor - the Government Service Management. 3 Explore several key issues of China's overall sustainable development of the resource-based industry cluster and several methods of evaluation of resource-based industry cluster level of development, including scale, competitiveness, maturity issues, restructuring and upgrading .4 against to the main factors of China's resource-based industry cluster formation and development , put forward that to enhance its overall strength in order to achieve sustainable development that countermeasures and specific measures to be taken. 5 Take Loudi coal industry clusters as an example, use econometric models method, measure the overall level of development, and for its problems, propose countermeasures and suggestions to increase the overall development of Loudi coal industry level , provide a realistic reference for other resources-based industry cluster in the area.
This study is also the inventory and summary of China's resource-based industrial clusters that academic and theoretical circles have studied , emphasis on the factors that affect the formation and development of resource-based industrial clusters, measure of competitiveness and maturity ,and the bottleneck of development, dec. At the backdrop of current global resource and environmental issues increasingly grim , This study have some practical significance for scientific development of the national industrial economy ecological economy, recycling economy, regional economy, urban industrial, achievement of harmonious coexistence of mankind and nature and sustainability development.
