集装箱港口规划领域的若干理论及方法研究

摘要
港口是现代化综合运输体系中的重要环节,是衔接各种运输方式的综合枢纽,作为我国经济体系中一个重要的基础产业,其发展水平在相当程度上影响和制约着对外贸易的发展。随着世界经济的全球化,沿海港口功能的多元化,沿海港口对城市、地区和国家经济发展的促进作用越来越明显。当前,我国集装箱港口的规划及建设正面临经济全球化及与国内外港口激烈竞争的问题,现行的集装箱港口规划理论与方法已难以满足未来港口可持续发展的实际需要。
     本研究针对当前集装箱港口规划中存在的部分问题,在国际海运体系的协调方面,通过优化集装箱在区域性港口群的运送路径和船舶营运方案,构建了基于海运网络优化的集装箱港口布局模型,实现船舶运营在航线、船型及航班密度上的合理配置,并实现空箱的合理调配,为港口布局规划中港口定位提供决策依据;在港口规划指标体系方面,针对现有规划指标与实际运营间的差距所导致的港口运营决策的不确定性问题,基于船型组、泊位组、岸线利用率和百米岸线通过能力四项指标,研究集装箱港口岸线综合利用方法,为合理制定港口规划提供理论依据;在港口可持续发展方面,从理论层面拓展了适用于集装箱港口景观规划方法,提出了适用于集装箱港口的景观质量评价方法和景观影响预测方法:在港口竞争力与绩效评估方面,以港口集装箱的运营效率状况为基础,构筑改进的DEA-MPI模型,研究集装箱港口发展的动态绩效评估方法,为优化港口的资源配置,增强港口的竞争力提供理论支持。
     本研究旨在完善和拓展集装箱港口规划理论,在港口的布局规划、总体规划、设计、运营、管理提供决策参考方面具有较高的应用价值;研究成果对优化港口资源配置,促进集装箱港口的健康可持续发展具有较大的现实意义。
Port is an important aspect of the modern integrated transport system, and it is the integrated hinge which connects different transportation manners. As an important basic industry in economic system in China, the development level of port affects and restrict foreign trade. With the globalization of the world economy and the diversification of coastal ports functions, coastal ports have an obvious promotion effect to economic development of the city, regional and nation. Rapid growth of globalization and fierce competition among seaports led to an urgent demand for the planning and construction of container seaports in China. As a matter of fact, the current planning theory for container seaports in China, even now not to say in the future, is proved to be out of suitable.
     Here in this research we aim at the current problems that exist in container port planning. In the aspect of the international marine transportation system, we propose an marine transportation network model via the optimization shipping operation scheme to achieve a reasonable programming of sea route, vessel frequency and carrying capacity and the distribution of empty container, and provide basis for decision-making about Layout plan for the port; In the aspect of port planning index system, concentrating on the difference between existing planning index and actual operation instance which cause the decision-making problem indefinitely, we build a simulation model of container terminal berthing flexible operation system, and referring to vessel type group, berth type group, shoreline utilization rate and the through capacity of one hundred meters coastline of terminal, we provide the container terminal planning theory and method based on flexible berthing; In the aspect of sustainable development of port, we summed up the container port for the theory and landscape planning methods from a theoretical level, and proposed container port for the landscape quality evaluation methods from a practical operational aspect, aimed to promote the planning and design staff for the landscape elements attention effectively; In the aspect of evaluation of competition and performance of ports, based on the container operation efficiency, we study on the container port dynamic performance evaluation method, and which could provide theoretical support in optimizing the allocation of port resources and enhancing the competitiveness of the port.
     This research can not only perfect and expand the port planning theory but also be able to be applied to real port planning, which has a higher value on the overall planning, design, operation, management decision-making of container ports; Our research results could optimize the port resources, and has a large practical significance on promoting sustainable development of international marine system of container ports.
