我国矿产资源对外投资战略研究

摘要
矿产资源是不可再生的耗竭性资源,我们不仅要考虑当代人的利用,还要考虑子孙后代的利用。不仅要考虑到正常情况下的战略资源供应,还要考虑到战争或国家安全利益受到威胁情况下战略资源的供应。对国内若干矿产资源必须进行必要的战略储备。总而言之,无论是在目前还是在可以预见的将来,国家都必须有充分的矿产资源作保证。
作为21世纪的世界经济强国,我们在面向国际资源市场的同时,必须及早准备与发达国家争夺全球资源。这是历史的必然选择。为了获得海外矿产资源的稳定供给,我们应该抓紧实施对外投资的战略。把建立海外供应资源基地作为我国当前及今后一个相当长时期的基本国策。本文主要从国际投资方式、国际投资区位选择及融资战略等三个方面探讨了矿产资源的对外投资战略。
本文第1章是引言,分析了课题研究的背景和研究意义。第2章对矿产资源对外投资的理论基础和前人研究进行了综述,从博弈分析的角度分析了对外直接投资理论研究的新进展——战略性对外直接投资理论。第3章对我国矿产资源未来的需求进行了分析和预测,指出未来矿产资源的安全决定了国家的安全。第4章主要以美国和日本的矿产资源全球战略进行了国际比较研究,找出了我国矿业对外投资的制约因素并论述了我国建立矿产资源全球战略的必要性和紧迫性。第5到第7章分别从矿产资源的国际投资方式、矿产资源对外投资的环境评价方法及区位选择标准、矿产资源对外投资的融资战略三个方面进行了探讨。第8章给出了支持我国矿业对外投资的政策建议。第9章是结论及研究展望。
Mineral resource is the exhausted nature resource to be not allowed to regenerate. We should think about not only the use of modern society, but also the use of the descendants. We should think about not only the strategic resource supply under regular situation, but also under war situation or under the situation of Interests of the national security accepted a threat. We should carry out necessary strategic reserves for several mineral resources. In a word, regardless of present or nor far future, our country must have sufficient mineral resources to assume guarantee.
Being the 21st century world economy powerful country, at the same time of being geared to the needs of international resource marketplace, we must be ready to contend for the whole world resources with the developed country. This is the surely choice of history. To get stabile supply of the overseas' mineral resource, we must put the investments abroad strategy into practice as soon as possible. We should take building the overseas supplying bases as the basic state policy at present and in a pretty long period the days to come. This essay discusses the mineral resources investments abroad strategy mainly from three aspects such as international investment styles, international investment area choices and financing strategy.
Chapter 1 is introduction, analyzing the background of the problem studies and study significance. Chapter 2 sums up the rational of mineral resource investment overseas and before studies. Especially from games, we analyze the new development of foreign direct investment, which is strategic foreign direct investment theory. Chapter 3 studies and forecasts future demands of our country's mineral resources, pointing out that national safety depends on future safety of mineral resources. Chapter 4 carries out international comparison research taking the mineral resource global strategy of America and Japan as example, finds out the restrict factors of mineral investment overseas of our country, and points out the Necessity and urgency of building mineral resource global strategy of our country. Chapter 5 to 7 respectively discusses three aspects such as the international investment styles, environment estimation methods of investment overseas and area choice standards, and financing strategies. Chapter 8 gives the policy suggestions of supporting national mining investment overseas. And the Chapter 9 is conclusion and prospect of this study.
