中国市场经济体制变革的理论与实践

摘要
改革开放以来,中国共产党人依据马克思主义基本原理,从我国社会主义初级阶段的基本国情出发,对社会主义市场经济理论进行了深入的探索,建立了社会主义市场经济体制。这无疑是对马克思主义政治经济学和科学社会主义的极大突破和创新。社会主义市场经济体制的建立极大地解放了我国被计划经济体制束缚已久的生产力,使社会主义物质文明建设迸发出无限的生机活力。我国的经济在三十多年来一直保持着稳定的增长速度,人民生活水平得到很大程度的提高,国家综合国力明显增强。社会主义公有制的制度优势与市场经济资源配置的高效活力相互配合,最大限度地提高了社会主义建设者的劳动积极性、创造性,社会主义制度的优越性也得到了释放,社会主义生产力发展迅速。社会主义市场经济对中国的影响开始从点到线,从线到面,市场机制活跃在经济社会发展的方方面面,改革开放以来的经济发展情况为进一步思考社会主义与市场经济相兼容等问题提供了实践基础。与此同时,在社会主义市场经济体制不断完善的过程中,社会主义市场经济理论与体制创新也日渐成为中国特色社会主义理论体系的重要组成部分。研究中国社会主义市场经济体制不断发展、不断变革的伟大历史进程,具有重大的理论与现实意义。
本论文试图在已有相关研究成果基础上,结合中国共产党认识社会主义市场经济思想的飞跃过程,关注历代领导集体关于中国改革开放以来的社会实践,深入把握中国共产党领导集体关于社会主义市场经济体制变革的理论依据、时代背景、形成与发展历程、具体体制创新的基本内涵和特征、历史经验、时代价值等,考察中国共产党认识社会主义市场经济发展规律的思考过程,通过对分析中国共产党社会主义市场经济理论的历史性突破的丰富内涵,解读社会主义市场经济体制创新的历史经验和时代价值,认识中国共产党领导集体倡导的社会主义市场经济体制改革与马克思主义发展史的辩证关系。论文将结合中国共产党领导集体对传统马克思主义政治经济学的历史性突破和创新,分析其市场经济理论与体制创新在马克思主义发展史上的历史贡献。
论文主体由五个部分构成：
第一章,导论,主要从论文选题的背景和研究价值,国内外对中国共产党领导集体社会主义市场经济体制变革的研究现状,以及本论文的研究思路,主要创新之处进行了阐述。
第二章,主要阐述中国共产党进行的社会主义市场经济体制变革深厚的理论依据和实践基础。马克思主义经典作家关于计划与市场的思想是市场经济体制变革的理论基础,世界市场是市场经济体制变革的逻辑起点,市场经济是实现人的全面发展的必由之路,苏联和我国社会主义经济体制改革是社会主义经济体制变革的实践基础。
第三章,阐述社会主义市场经济体制变革的主要历程：.包括理论创新和实践创新。中国共产党历代领导集体通过对经济体制变革的理论创新,引领体制创新经历萌芽阶段、形成阶段、攻坚阶段、完善阶段,并在实践中不断探索、建立、发展和完善社会主义市场经济体制。
第四章至第九章,从农村经济体制、国有企业管理体制、财税体制、金融体制、对外贸易体制、社会保障体制等六个方面、全面阐述了市场经济具体体制变革的内涵。
第十章,系统总结了中国市场经济体制变革的时代价值。根据中国共产党社会主义市场经济理论的历史性突破,研究其经济学方面的时代价值,深化对中国经济体制改革的规律性认识,探索中国社会主义市场经济体制变革与创新对中国经济发展、社会主义国家经济探索、全球经济发展模式的历史启示,
论文对中国共产党领导集体关于社会主义市场经济体制变革的总结与阐述有如下创新之处：
第一,“中国市场经济体制变革的理论与实践研究”这一选题的新意在于论文作者并非将社会主义市场经济体制变革思想单纯与中国特色社会主义理论体系相联系,而是将对社会主义市场经济体制变革的研究贯穿于建国以后中国共产党领导集体对中国经济体制探索的全过程,以为继续坚持和完善社会主义市场经济理论提供思想基础为目标进行研究。

第三,从作者搜集到的关于中国共产党领导集体社会主义市场经济思想的学术成果来看,大多都集中在从所有制、分配制度、经济运行机制等方面研究各领导集体核心成员的报告、讲话精神,而本论文作者则主要从农村经济体制、国有企业管理体制、财税体制、金融体制、对外开放与外贸管理体制、社会保障制度等方面,全面阐述了中国共产党领导集体探索社会主义市场经济体制的艰辛历程、时代价值,充分肯定了中国共产党人社会主义市场经济理论在科学社会主义理论与实践中的重要地位,
第四,在研究方法上,不仅综合运用了历史分析和逻辑分析、经济史和经济思想史、经济思想和政策思想相结合的方法,而且更加注重经验分析和规范分析。
Since the reform and opening up to the outside world, Chinese communists have explored deeply the theory of socialistic market economy and established socialistic market economic system according to the basic Marxist principles and basic conditions of China at her primary stage of socialism. This is no doubt a great breakthrough and innovation to the Marxist political economics and scientific socialism. The establishment of the socialistic market economic system greatly liberated China's producing force that has been bound up for long by the planned economic system. The construction of the socialistic material civilization has burst force infinite vitality. China's economy has been maintaining a steady growing pace for more than30years, and the standard of people's living had also been elevated greatly, so has the nation's comprehensive force. The system advantage of socialistic public ownership and the high efficiency of resource allocation of market economy together greatly boosted the working enthusiasm and creativity of socialistic workers. The superiority of the socialistic system has been actualized and the socialistic productivity increased rapidly. The influence of socialistic market economy for China has been permeating and the market system is actively operating in every aspect of the economic and social development. The economic development facts since the reform and opening-up to the outside world have provided the practice foundation for the further thinking about the compatibility of socialism and market economy. Meanwhile, in the process of constant perfection of socialistic market economy system, socialistic market economy theory and system innovation are becoming important components of the socialistic theory system with Chinese characteristics. The study of the great historic course of the constant developments and changes of China's socialistic market economic system has great significance both in theory and practice.
On the foundation of relevant research achievements, this doctoral dissertation tries to look deeply into the leaping process of Chinese Communist Party's understanding of socialistic market economy, pay attention to the social practice of the past leading parties since the reform and opening-up, carefully master the theoretical foundations, epoch background, forming and developing process, the basic connotation and features, historical lessons and value of the concrete system innovations of Chinese communist leading parties concerning the transformations of socialistic market economy system. Also the dissertation reviews the thinking process of Chinese Communist Party when understanding the development laws of socialistic market economy. Through the analysis of the rich connotation of the historic breakthrough on market economy theory of Chinese Communist Party, the dissertation tries to explore the historical lessons and value of the socialistic market economy system innovation, and understand the dialectic relationship between socialistic market economy system reform that Chinese Communist leading party has advocated and the Marxism development history. With the combination of Chinese Communist Party's historic breakthrough and innovation for the traditional Marxist political economics, this thesis analyzes its historic contribution in Marxist development history by its market economy theory and system innovation.
The main body of the dissertation falls into five parts.
The first chapter, introduction, mainly introduces the background of topic selection and value of research, the research status quo both home and abroad of Chinese Communist leading party's reform for socialistic market economy system. The research method and main innovations of the dissertation are also introduced in this chapter.
The second chapter expounds on the profound theoretical basis and practice foundation of the socialistic market economy system reform that Chinese Communist Party is conducting. Marxist classic writers'thought on planning and market is the theoretical base for market economy system transformation. The world market is the logic starting point of market economy system transformation. Market economy is the necessary pathway to realize the comprehensive development of human beings. The socialistic economic system reform of both the Soviet Union and China are the groundwork of practice for socialistic economic system reform.
The third chapter expatiates on the main course of socialistic market economy system transformation, including theoretical innovations and practical innovations. Through the theoretical innovation of the economic system transformation, the successive leading groups of Chinese Communist Party have been leading the system innovation through the phases of budding, forming, overcoming the difficulties and perfecting, and have been exploring, establishing, developing and perfecting the socialistic market economy system
From the fourth chapter to the ninth chapter, the dissertation fully expatiates on the connotation of the concrete system transformations of market economy from the six aspects of the rural economic system, management system of state-owned enterprises, monetary and taxation system, financial system, foreign trade system and social security system.
The tenth chapter generalized the epoch value of China's market economy system transformation systematically. According to Chinese Communist Party's historic breakthrough on the socialistic market economy theory, the dissertation researches on the epoch value for economics, deepens the regularity understanding for China's economic system transformation, and probes into the historical inspiration of China's socialistic market economic system transformation and innovation for China's economic development, the economic exploration of socialist countries and global economic development mode.
Concerning the summarization and expatiation on socialistic market economy system transformation of Chinese Communist Party's leading groups, the innovations of the dissertation are as following:
First, the newness of the topic selection of "Theoretical and practice analysis of China's market economy system transformation" lies in that the author focuses his research on socialistic market economy system transformation throughout Chinese Communist Party leading groups' whole exploration process after the founding of the PRC, instead of simply relating the socialistic market economic system transformation thought and socialistic theory system with Chinese characteristics, therefore provides the thought foundation for persevering and perfecting socialistic market economy theory.
Second, the past researches on socialistic market economy theory often focus on the analysis and generalization of a particular leader, for example, Deng Xiaoping's thought on socialistic market economy, or focus on a particular leading group's thought of socialistic market economy, with the publication rich both in quantity and kinds. This dissertation tries to take Marxist historical materialism as its guidelines, and seek the common essence in the theoretical system and thinking mode between Marxist classic writers and Mao Zedong, Deng Xiaoping, Jiang Zemin and the newest leading group with Hu Jintao as the general secretary. Meanwhile, the author tries to deepen his regularity understanding for China's economic system reform, and explore the historical inspiration of China's socialistic market economic system's reform and innovation for China's economic development and socialistic national economic system reform exploration.
Third, seen from the scholastic production on the socialistic market economy thought of the leading groups of Chinese Communist Party that the author has collected, most researches focus on the ownership, distribution system, economic operation system to study the reports, speeches of the core members of the leading groups, while the author of the dissertation focuses on the rural economic system, the management system of the state-owned enterprises, the monetary and taxation system, the financial system, the foreign trade management system and social security system, and fully expatiates the hardships and epoch value of the leading groups of Chinese Communist Party when exploring socialistic market economy system. The author fully affirms the important position that Chinese Communist Party's socialistic market economy theory occupies in the theory and practice of scientific socialism.
