西安市城市道路交通管理策略研究

摘要
为了解决大城市交通阻塞问题,通常是进行大规模的交通基础设施建设。基础设施的改善会诱发机动车的大量发展,进一步刺激交通需求增长,使交通拥挤状况不但没有缓和,反而更加严重,陷入恶性循环。由于单纯依靠交通供给无法从根本上解决交通拥挤,许多国家转而从交通管理本身来做文章。本文针对西安市道路交通现状,通过调查分析,提出对应的管理策略。
     论文首先对西安市居民出行、路网现状、交通现状、交通管理现状、交通安全等方面投入大量人力物力进行深入细致的调查和分析,并对西安市交通问题进行综合诊断,得到了详细的诊断结果。
     在国内外研究经验及实际调查分析的基础上,利用回归方程的拟合和精度分析,选取合理模型,对西安市未来道路交通需求进行预测,包括:市区机动车分车型出行需求增长预测;规划年个人出行结构预测;总体停车需求、分区停车需求和社会公共停车需求的预测。
     通过交通现状调查分析和交通需求分析,提出具体详细的道路交通组织与管理策略及细则,包括:市区交通宏观管理策略;市区交通工程技术措施;市区非机动车、行人、公共交通组织策略;出入境交通组织策略;对外客运和长途货运治理策略;大型市场周边道路交通治理策略;停车场规划治理策略;停车设施经营与管理策略。同时,提出中远期交通管理发展战略规划,包括:交通管理基础设施;交通管理政策与法制;交通管理指挥中心;交通管理组织机构。
     为西安市城市道路交通控制与管理提出了具体可行的现代化设计方案,包括:网络系统设计、交通指挥中心系统设计、交通监控系统设计、交通诱导系统设计、交通信息管理系统设计、事物管理系统设计、办公自动化系统设计等方面。对西安市未来年实施智能交通管理系统提出详细的规划。
     为加强对现有道路的管理,充分发挥其使用功能,论文提出相应的管理政策与措施,包括:调整路网结构;减少事故的措施;公交优先政策;出租车发展政策;交通需求管理措施;交通系统管理。
     本课题研究成果已作为《西安市城市道路交通管理规划》重要组成部分。
For solving traffic jams in big cities, lots of traffic facilities are built as a rule. However, improvement of traffic facilities will definitely induce more and more vehicles to increase, and the traffic requiment will be rised rapidly, so the condition of traffic blockes will not only be lysised, but also be worse. Because traffic jams can not be solved totally by means of traffic supplying, many countries pay attention to traffic management itself, and do lots of studies in this field. The traffic management strategies in Xi'an will be studied in this paper.
     Firstly, conditions about residents'outgoing, routes, traffic, traffic management and traffic security of Xi'an were surveied and analysed in this paper, then an integrated diagnoses were made.
     Base on survey and analysis, using reasonable regression equation, the traffic requirement of Xi'an is predicted, such as motor vehicles'outgoing requirement, person's outgoing composition requirement and parking requirement.
     Through inquiring and analyzing of traffic existing condition and traffic requirement, detailed strategies for traffic organization and management are put forward, including traffic macrocontrolled strategies, traffic engineering measures, organization strategies of non-motpower-driven vehicle, pedestrians and public transports, strategies of internal and external traffic, controlling strategies of foreign passenger traffic and long-distance freight, traffic controlling strategies around big markets, parking place management strategies. At the same time, medium term and long term development plans are put forward, such as basic traffic facilities, traffic management policies and legislations, traffic control center, traffic control organization.
     Moreover, series of feasible and modernized design schemes are put forward for urban traffic control and management in Xi'an, including network system design, traffic control center system design, traffic monitor system design, traffic dinduction system design, traffic information management system design, things management system design, OA system design, and a detailed planning of ITS for Xi'an is also submitted.
     For the benefit of managing existing road and displaying its function in use, the writer in this paper put forward corresponding management policies, such as adjusting roads' construction, accident reduction strategies, public transport priority policy, taxi development policy, traffic requirement methods, and traffic system management.
     Research findings of this subject have been vital part of "Urban road traffic management planning in Xi'an".
