土地整理管理与土地利用可持续发展

摘要
目前，人口增长与城市扩张使耕地急剧减少。针对当前土地利用存在的主要问题，本文分析了土地整理产生的背景，揭示了土地整理与土地利用可持续发展之间的关系，证明了土地整理是土地利用可持续发展的必由之路。指出了土地利用可持续发展的核心问题是土地资源的永续利用，提出了一个实现耕地总量动态平衡的重要措施。
本文以土地整理为研究对象，系统阐述了土地整理的概念、基本理论与方法，并对国内外土地整理的动态进行了分析研究，将文安县作为土地整理研究的区域，通过对该区域进行土地利用现状分析、土地整理潜力评价、土地整理潜力研究，采用系数法和类比法对文安县的土地整理潜力进行了测算，为确定土地整理项目提供了依据。
在土地整理实践的基础上，本文最后提出了土地整理的运作机制，探讨了土地整理过程对农业生态环境的影响及出现的法律问题，就建立土地整理法提出了自己的设想。
At present, population growth and city expansion have made the cultivated land reduced sharply. To aim at land utilize subject matter that exists now, this text has analysed the background produced by putting the land in order, has announced the relationship between the land is put in order and the utilizes sustainable development with the land and has proved land put in order it is only utilize way of sustainable development. Has pointed out that the key question that is the land utilizes sustainable development and the continuous utilization of the land resources, has put an important measure of realizing the general quantity kinetic equilibrium of cultivated land forward.
This text put the land in order for the research object, has orderly explained the concepts, basic theories and methods that the land is put in order, and has researched the trends that the domestic and international land to be put in order, regarded Wenan county as the area and put in the district studied in order, through carried on analysising land utilize current situation, appraised & studied about the land put in order potentiality. It has adopted coefficient law and analogy law that put to the land of Wenan county in order potentiality calculated then has offered basis on which confirm the project that the land put in order.
Put practicing foundation of the land put in order, this text put forward the operation mechanism that the land is put in order finally. Put the impact on agriculture's ecological environment and some legal question produced by the LPO course. It has explained goodmature imagination on setting up the law concerned with the LPO.
