宝鸡峡灌区水库优化调度及关中西部水源工程管理策略研究

摘要
本文着重研究了宝鸡峡灌区水库兴利调度问题,探讨了解决关中西部地区资源性缺水的措施。
    文中分析了国内外有关水库优化调度研究进展和存在的主要问题,探讨了水库优化调度的发展方向。针对宝鸡峡灌区属资源性缺水地区,缓解或解决水资源供需矛盾,除采取节水、兴建蓄水工程以及跨流域调水工程等措施外,应充分发挥已成水利设施的作用,实现多种水源工程联合运用、统一调配,使水资源得到充分利用。然而,长期以来关中地区大、中型水源工程基本上是自成系统、相互独立,未形成有效的调度措施,难以互补余缺,水资源得不到充分利用,造成了水资源的浪费。从水资源配置的主要要素——数量、时间、空间和用户性质的综合分析,研究宝鸡峡灌区水量的优化调配问题,分析水源工程优化调配的必要性和可行性,确定合理的水源工程优化调配方案。这对今后的多水源、多目标水资源开发利用规划工作具有重要的参考作用。
     本文从系统工程的思想、理论出发,以水资源的合理利用为目标,以宝鸡峡灌区水量的供需平衡分析为主要内容,分析了现状年、林家村渠首加闸、2010年小水河水库建成和2020年、2030年“引洮济渭”工程情况下整个灌区供需水的变化及其影响因素。并分析了“四大”水源工程水量联合调配和跨流域调水的可行性和其主要的工程措施。分析研究认为:
    林家村灌区在现有工程条件下灌溉保证率很难得到满足,渠首加闸工程不能使灌区的灌溉用水得到保证,只有通过在渭河支流小水河水库的补水才能使目前的缺水状况得到缓解,远期“引洮济渭”工程主要对生态需水起调节作用。
    魏家堡灌区,由于河源来水、灌区缺水和弃水同步性很强,本身又不具备调蓄能力,还受到引水能力的限制,所以缺水比较严重。通过小水河水库和“引洮济渭”工程的补水还不能完全满足灌区对灌溉的要求,但是可以通过“引石济魏”和地下水的补给来满足灌区的需水要求。
     关中西部地区“四大”水源工程水量联合调配有一定的可行性,但是要满足本地区发展对灌溉和生态用水的需求,只能通过跨流域调水来解决。
The paper puts emphasis on the study the problem of the irrigated area reservoir dispatcher in Baojixia , has probed into the method which is solving short of water of regional resource of Guanzhong area. The present situation of water resource shortage in Baojixia irrigation area is very severe, therefore, to use hydraulic engineering is very important to increase the irrigation water supply. This paper according to the characteristic of comprehensive reservoir, based on the theory of “decompose-coordination” for large-scale systems, the optimal model has been built to achieve the minimum surplus water for utilizing water resource.
    First of all , optimize the progress that the dispatcher studies after reviewing the domestic and international reservoir , has analyzed the subject matter of the existence, direction of development after the discussion . Because the Baojixia irrigation area is very severe, t is the area lacking of water of the resource, alleviate or solve the imbalance between supply and demand of water resource of the irrigated area , besides taking measures of economizing on water, building water storage project and stepping the basin to adjust water project etc, should fully give play to the role of already becoming the water conservancy projects at first , realize the project of many kinds of sources of water is jointly used , allocate in unison, make the water resource get effective , abundant application. The project of source of water is jointly used , allocates in unison, make the water resource get abundant , effective use . However, the project of regional large and medium- sized source of water in area within the Pass has the system of one's own, separate basically for a long time, measure it is which form organic for dispatcher, can't surplus and deficiency not complementary, make water resource that develop not own unable to last use not abundant, have caused certain resources to waste. Allocate the problem from main key element – quantity, time , space , comprehensive analysis and research Baojixia irrigation area optimization , irrigated area of water yield , user of nature , water of resource distribution, it is analyses that the project of source of water optimizes the necessity and feasibility allocated , more rational than to elect project of source of water optimizes the scheme of allocating. This have certain reference function to many resource of water,many goal development and utilization of water resources planning in the future too.
    This text proceeds from thought , theory of the system engineering, regard abundant ,
    
    
    rational utilization of the water resource as the goal, gorge equilibrium of supply and demand , irrigated area of water yield is it for main content , analyzed Baojixia to be current situation annual mainly to analyses with Baojixia irrigation area, Linjiacuen canal add floodgate and Xiaoshuihe reservoir is it support influence of water requirement to whole irrigated area to build up 2010 for the first time and Taohe river supply Weihe river in2020、2030. Adopt and optimize technology and carry on overall, deep studying to the irrigation works in the irrigated area most, put forward the feasible suggestion and feasible measure and scheme of optimizing the dispatcher. Through introduction of project of regional source of water in area within the Pass, is it step basin transfer feasibility and his main project measure of water to prove emphatically finally.
