长庆石油勘探局海外项目运作模式研究

摘要
进入21世纪,世界各国能源安全战略引发国际局势走向已经成为全球化背景下世界经济的一个显著特点,中国石油企业国际化经营面临着巨大机遇和挑战。长庆石油勘探局从2001年开始大力实施走出去战略,先后在厄瓜多尔、尼日利亚、乌兹别克斯坦、印度尼西亚等国取得了多项工程技术服务项目,但是,由于勘探局长期以来主要面向国内市场,不熟悉国际惯例,缺乏国际项目运作的经验,在此种条件下如何运作好海外项目,构架适应国际市场所需的国际业务组织和运行机制,使已经到手的海外项目产生较好的效益是勘探局急需解决的问题。
     本文分析了长庆石油勘探局及其海外项目的发展和运营情况,根据间接、直接实地取证研究,分析目前长庆局海外项目运营所存在的问题,系统规划了长庆局海外项目管理模式,初步确立了长庆局海外项目的战略目标,在对长庆局海外项目现行组织结构分析的基础上,提出完善长庆局国际业务的具体设想,对海外项目的组织结构提出了建设性的意见,最后,提出了长庆局海外项目的管理策略:以项目招投标决策管理为起点;以合同管理为基础;以计划管理为主线;建立管理信息系统,实施有效跟踪;强化工程项目的预算计划控制,全面提高项目管理的水平。
     本文的研究不是孤立的,它体现了勘探局加强国际化经营和寻求持续发展的必然要求,实用价值较强,是一项具有现实意义的系统探索。
With entering 21st century, the security strategies of international community energy bring out the international situation tendency, which has become one of the remarkable characteristics of international economy at the bottom of global background, the internationalization management of Chinese petroleum enterprises is facing great opportunity and challenge. In order to realize the continual development and participate in the international competition, Changqing Petroleum Exploration Bureau began to put strategy of walking out into practice strongly from 2001, CPEB had obtained several engineering service projects in Ecuador, Nigeria, Uzbekistan, Indonesia and other countries successively. All these made the engineering service troops of the CPEB come out of the country gate to join in the competition for international petroleum exploration and exploitation service markets. However, the breakthrough in the international markets progress also brought out the new problem in the interior management of CPEB. For a long time, because the CPEB has primarily faced to the internal market, not being familiar with international traditions, being lack of experiences of the international project operation, under these conditions how to carry oversea projects to work well, create the frame of international business organizations and function mechanism to adapt to the needs of the international markets, and make the good economic benefits for the existing oversea projects, which become the urgent problem need to be settled.
    This text analyzes the development and management of CPEB and its oversea projects, analyzes the existing problems according to substantial studies on the spot directly and indirectly. Next the text lays out a system management
    
    
    
    mode of oversea projects for CPEB, establishes the strategic targets for the first step. Under analyzing the structures of CPEB oversea projects, it puts forward the material thought about perfecting the CPEB international business and the constructive opinions. Finally, it puts forward the management strategies: With the project's bidding policy management for origination; With the contract management for foundation; With the plan management for main line; Establishing management information system, putting valid following into practice; Enhancing the budget plan controls in engineering project, increasing completely the projects management level.
    This research is not isolated, it delegates the certain demands on enhancing the internationalization management and keeping on developing for the CPEB. And the text has got the important and practical value for the CPEB on playing engineering service advantage, promoting the oversea projects to develop continuously, steadily, harmoniously. It has formed a research system that has very important and realistic meaning.
