新形势下政治教师能力体系的构建
摘要
人类已经跨入21世纪，世界的政治、经济正在以前所未有的速度发生深刻的变化。中国的社会主义制度也正在全方位地进行自我变革、自我发展和自我完善。这一系列变化对中学教育包括中学德育产生了深刻的影响，并提出了新的要求。思想政治课教学是中学实施德育的重要途径，而在教学过程中处于主导地位的政治教师的教学和教育能力，在很大程度上直接影响着思想政治课的教学效果和德育功能。笔者认为有必要对政治教师传统的能力体系重新审视，并在传承基础上加以发展和创新。全文共三部分。
第一部分，传承传统的政治教师能力体系构建的理论，吸取其有价值的合理内核，即政治教师的三大基本能力：教学能力、思想政治教育能力和教学科研能力。同时，从理论与实践的不断发展、全面推进的素质教育、学生思想特点的变化以及当前政治教师能力状况等四方面，指出新形势下政治教师全面提升能力的必要性。
第二部分，作者从横向和纵向两个角度对新形势下政治教师能力体系构建提出具体设想。从横向上看，政治教师能力体系应以教学能力、思想政治教育能力和教学科研能力三大基本能力为基础；从纵向上看，三大基本能力中每一种能力都应有三个层次，即：本体性能力、工具性能力和创新能力，并就每个基本能力的各个层次进行了详细的论述。
第三部分从认识活动和实践活动两个角度，提出了新形势下政治教师能力体系构建的主要途径。从认识活动看，要树立终身学习的学习观，形成动态的知识观，构筑创新的教育观以及建立平等、合作、互动的师生观等。从实践活动看，激发政治教师形成能力的内在动力，形成本体性能力、工具性能力和创新能力。具体做法有：第一，改革教学内容。第二，改变教学方式。第三，改革考评办法等。同时，还要创设有利于提高政治教师能力的外部环境，以促成政治教师能力体系的构建。
本文最后指出，在新形势下，每一位具有历史责任感的政治教师，都应努力丰富自己的能力体系，争做一名研究型、专家型的优秀政治教师，以更好地完成思想政治课的教学任务。
With human beings having already stridden across the 21st century and the world politics and economy advancing at a more rapid speed, China is undertaking a self-transform to improve and develop socialist system in all fields what has had a great effect on the middle school education, including moral education and has put forward a new demand. The teaching of the ideological and political education is an important way to fulfill the aim of the middle school moral education. However, in the course of educating and teaching, the political teacher, who takes the lending part, has a direct effect on the teaching result and its moral function.
In part 1, the author points out that we must inherit the theories of traditional politics teachers ' system, and absorb some of it: there is the three ability of politics teacher-the ability of teaching, educating of politics and moral, researching. At the same time, the author points out it is very necessary for politics teachers to improve their ability in new circumstances.
In part 2, the author gives some advises about the theories of politics teacher from the horizontal and vertical in new situation. From horizontal the system of teacher's ability must based on the three abilities mentioned above; and from vertical, any one of the abilities involves three gradations: Subject-involved ability, Instrumental ability and innovative ability. Then discusses it very detailed.
In part 3, the author points out the way of setting up the system of politics teacher's ability from cognitive and practical view. From the cognitive point of view: A. to establish an outlook to study all through their life. B. Form a dynamic outlook on knowledge. C. Build up an innovative outlook on education. D. Set up an equal cooperative, interactive outlook on the relationship between teachers and students. From the practical point of view, Arouse politics teachers' invitation to achieve the three abilities. The practical methods to take are to a. Renovate the teaching material, b. Renovate teaching methods c. Renovate the testing and evaluating ways, etc. Create a certain situation for teachers to improve their subject-involved and instrumental abilities.
At last, the thesis advices teacher who has a historic responsibility must try to build his own system mentioned above, and become an expert and a specialist in teaching.
