摘要

我国资源约束压力持续增大,生态红线管控日益受到重视,加强生态红线管控,迫切需要协调不同部门机构、土地所有者及经营者等利益相关者的关系。制度性生态空间是政府通过控制规范,期望获得严格的保护使其生态效益最大化;但制度性生态空间内部社区、居民、村民的发展需求得不到政府重视,使得"自上而下"的冶理模式和"白下而上"影响模式产生冲突。从学科交叉的角度,本研究从社会学、经济学及景观学等方面多角度的分析济南市南部山区的空间冲突,探讨制度性生态空间土地利用变化及土地利用冲突的内在原因。
China's resource constraints pressures continue to increase,red ecological control is paid more and more attention.Strengthen the management and control of ecological red line,is an urgent need to coordinate different departments,land owners and operators and the interests of stakeholders.System of ecological space is that the government,through the control specification,expect to obtain a strict protection to maximize the ecological benefits;but the demand of the development of the system of ecological space within the community,residents' and villagers' is not recognized by the government.The governance mode of "up-down" and "down-up" affected mode conflict.From the interdisciplinary perspective,this research from sociology,economics and landscape science and other multi angle analysis of Jinan City,the southern mountain space conflict,and to explore the system of ecological space land use changes and land use conflicts inherent reason.
