香港地区斜坡管理模式与滑坡防治体系

摘要
滑坡灾害是威胁香港地区人民人身及财产安全的最严重的自然灾害之一。香港快速发展时期不规范的开挖自然斜坡,及本身的地质地貌及气候条件是发生滑坡灾害的根本原因。1977年土力工程处成立后,对香港人工斜坡进行系统的登记,采用量化的滑坡风险评价系统对斜坡进行调查,将斜坡的滑坡风险从高到低进行排序,然后分阶段按计划对香港不合标准斜坡进行加固,使得香港滑坡防治水平达到公认的世界先进水平。其斜坡管理及滑坡防治体系值得内地及其它斜坡管理及滑坡防治工作相对落后地区借鉴。
Landslide hazard is one of the severest natural hazard phenomenon in Hong Kong,which happened can threat life and property safety.The root cases of landslide includes two aspects,one is the lack of geotechnical input on site formation works in rapid development period of Hong Kong,and the other is the geomorphology,geological and climatic conditions of Hong Kong itself.After the set up of Geotechnical Engineering Office(GEO,known as the Geotechnical Control Office before 1991) in 1977,the new developments and redevelopments are controlled by GEO.In addition,GEO have established the Slope Information System for all the man-made slopes of Hong Kong especially for the man-made slopes formed before 1977.Then carry out preventive or upgrading measure for the sub-standard man-made slopes based on a quantitative priority ranking system step by step according to plan.The efforts have enabled Hong Kong slope management and landslide prevention to become the highest standard in the world.Such experience and methodology should benefit to the relevant work in the other areas.
