摘要

信息技术的快速发展催生新一轮政府治理改革的浪潮,互联网技术、大数据与云计算技术在公共治理领域得到越来越多的运用。大数据是"互联网+"政务服务的关键资源,也是政府治理变革的重要手段。政府治理能力的高低直接决定着大数据运用的广度和深度,决定着大数据战略的推进成效。大数据视野下政府治理能力包括大数据的决策能力、技术执行能力、政策评估和调整能力,以及大数据学习能力、资源整合能力和业务流程的改造能力等。各级政府需要在考察技术环境、制度环境以及治理主体现有能力与水平的基础上,进行有步骤、有重点的建设。
        The rapid development of information technology has spawned a new wave of government governance reforms. Internet technologies,big data and cloud computing technologies will be used more and more in the public domain. Big data is not only a key resource for"Internet +"government service,but also an important means for government governance reform. The level of government governance directly determines the breadth and depth of big data's use,and determines the effectiveness of big data's strategy. The government governance capability under the perspective of big data includes not only big data's decision-making ability,technical implementation ability,policy evaluation and adjustment ability,but also big data learning ability,resource integration ability and government process transformation ability. The governments at all levels need to carry out step-by-step and focus on construction on the basis of examining the technical environment,the system environment and the existing ability and level of the governing body.
