摘要

城市的公共服务能力水平是衡量城市发展的重要指标。转型中的煤炭资源型城市能否实现地区的发展,取决于其公共服务能力的强弱。通过对转型中煤炭资源型城市公共服务能力现状进行的相关分析,确定公共服务能力的评价体系,并定量分析了城市的公共服务能力;运用层次分析法(AHP)确定指标权重,对统计年鉴选取的数据用MATLAB程序进行标准归一化;建立了基于Vague集的综合评价模型,对选取的城市样本进行公共服务能力的相关排序,并针对性地提出相应对策。
        The level of public service capacity of cities has become an important indicator of urban development. Whether a coal resource-based city in transition can achieve regional development depends on its strength in public service capabilities. Through the relevant analysis of the status quo of public service capacities of coal resource-based cities in transformation, the evaluation system of public service capabilities were determined, the public service capacities of cities were quantitatively analyzed, and the weight of indicators were determined by the Analytic Hierarchy Process(AHP). The data were normalized by MATLAB program, and a comprehensive evaluation model based on Vague sets was established. The selected urban samples were sorted by public service capabilities, and corresponding countermeasures were proposed.
