摘要

长期以来,海洋生态文明建设既强调以经济效益为基础的效率,也强调生态效益的公平,具有注重集约利用海洋资源和有效保护海洋环境的价值取向。然而在海洋实践过程中,持续存在经济效益与生态效益失衡而引发社会矛盾的现象,这种失衡与社会效益缺位密不可分。管理部门的"经济人"属性导致的本位主义和工具理性取向、社会海洋生态价值观缺失导致的个体逐利意识以及社会效益本身存在的外部性问题,是海洋生态文明建设中社会效益价值目标长期缺位的内在逻辑。海洋生态文明建设必须依赖于对社会效益的清晰认知,并以此作为实践的标准和目标,在此视角下创新模式,着重点应是建设中的社会价值,以体现出人本精神和民生取向。
        For a long time, the construction of marine ecological civilization not only emphasizes the efficiency based on economic benefits, but also the fairness of ecological benefits, which has the value orientation of focusing on intensive use of marine resources and effective protection of the marine environment. However, in the process of marine practice, there is an imbalance between economic and ecological benefits, which results in social conflicts. The imbalance is inseparable from the lack of social benefits. The "economic person" attribute of the government departments leads to the individualized profit-seeking consciousness caused by the lack of sectionalism and instrument rational orientation, the lack of social overall marine ecological values, and the external problems such as social benefits. It is the result of the absence of long-term social benefit value goal in the construction of marine ecological civilization. The construction of marine ecological civilization must rely on the clear understanding of social benefits, and regard this as the standard and goal of practice. The innovation model in this perspective should focus on the social value under construction to reflect the humanism and people's well-being.
