社区空间秩序重建:基层政府的空间治理路径——基于J市D街的实地调研

摘要
从空间治理的视角来看,城中村改造是在政府主导下从失序走向有序的空间再造过程。城市基层政府的空间治理能力,决定着急剧转型中多维社区空间的秩序建构。基于J市D街城中村改造的实地研究发现,政策执行、制度规制与文化引领构成基层政府空间治理的实践维度与行动逻辑。城郊街道以调适性政策执行对村庄利益空间进行政策引导;在博弈与合作中对村庄权力空间加以规制;通过运用"地方性知识"以及促进村庄集体认同与规范,重建生活空间变迁中的文化秩序。为了实现城乡空间有序衔接、有机融合的空间治理目标,应着力提升城市基层政府的空间治理能力;强化城郊街道党工委与社区党组织的领导动员能力;提升城郊街道统筹协调城乡发展的政策执行能力以及促进城乡融合与参与的文化引领能力。
From the perspective of space governance,the transformation of urban villages is a process of spatial reconstruction that creates order from disorder under the leadership of the government. The spatial governance capacity of urban primary-level government determines the construction of the multi-dimensional community space in the rapid transformation. The field research in D street found that policy implementation,institutional regulation and cultural guidance constitute the practical dimension and logic of action of space governance by primary-level government. Suburban streets implement policy guidance for village interest with adaptive policy; regulate village power space in game and cooperation; rebuild cultural order in changing living space by applying "local knowledge"and promoting village collective identity and norms. In order to achieve the goal of orderly connection and organic integration of urban and rural space,we should focus on improving the spatial management of urban primary-level governments; strengthen the leadership and mobilization ability of the suburban street Party working committee and community Party organizations; improve the policy implementation of suburban streets in coordinating urban and rural development and in promoting urban-rural integration and participation.
