长江经济带文化产业绩效评价

摘要
文章运用数据包络分析法中的产出导向型BCC模型及"超效率"模型,根据2012年42部门投入产出表及相关数据,对长江经济带文化产业绩效进行实证评价。结果表明:长江经济带文化产业在全国范围内处于相对较优水平;但长江经济带内部文化产业发展不均衡,且主要问题为纯技术效率无效;除苏浙沪三省份规模收益不变外,经济带内各省份均处于规模收益递增阶段,且财政政策普遍实施较好,发展前景良好。
This paper uses the output-oriented BCC model and the"super-efficiency"model in the data envelopment analysis(DEA),and also evaluates the performance of the cultural industry in the Yangtze River Economic Belt based on the 42 departments' input-output table and relevant data in 2012. The results show that the cultural industry of the Yangtze River Economic Belt is at a relatively more excellent level in the whole country,but the development of the cultural industry in the Yangtze River Economic Belt is not balanced,and the main problem is that the pure technical efficiency is invalid;with the exception of Jiangsu,Zhejiang and Shanghai,all provinces in the economic belt are in the stage of increasing returns to scale,and the fiscal policy is generally implemented well,with good development prospect.
