摘要
目的:以上海市某三级甲等公立医院及相关职能部门为研究对象,研制以公平性、科学性、客观性、激励性为原则的绩效考核方案。方法:运用德尔菲法、360度绩效考核法、访谈法进行定性与定量研究。结果:三轮专家咨询的支持率、专家权威程度和专家意见协调性均较好,最终确立的绩效考核指标体系包括"基础绩效考核""岗位考核"和"附加绩效考核"3个考核模块,"工作职责""工作服务""个人能力""岗位考核"和"奖惩事项"5个考核指标类别。结论:建立的绩效考核指标体系可为公立医院及机关事业单位绩效考核改革提供依据。
Objective: A tertiary public hospital in Shanghai and its functional departments were regarded as the objects of study.On the basis of strategy, equity, objectivity and motivation, it explored the practical performance evaluation program. Methods:Qualitative and quantitative methods were conducted by Delphi method, 360 degree performance evaluation method and interview method. Results: The expert support rate of 3 rounds of expert consultation was relatively high, as well as the degree of specialist authority and coordination of expert opinion. The program included 3 evaluation modules(basic performance evaluation, post evaluation and additional evaluation) and 5 classifications of evaluation indicators(duty, service, cability, post, rewards and punishments).Conclusion: The performance evaluation program construction provided experience for the performance evaluation reform in other public hospitals, organs and institutions.
