科研项目绩效影响因素研究——基于广州市教育专项的数据

摘要
教育类项目支出是公共财政支出的重要组成部分。随着教育类科研支出规模的扩大、科研项目种类和数量增长,教育类科研项目绩效评估理论研究显得相对滞后,难以较好地指导教育领域科研项目发展的实践。以教育类科研专项绩效为研究核心,通过对相关文献和广州市教育专项样本数据进行分析,以期全面地呈现广州市教育专项整体绩效水平;并从事前项目安排、事中项目管理、事后项目结果和事毕学习改进4个层面涉及的18项指标,探究教育性科研专项绩效的影响因素,据此提出改进建议,为后续探索教育科研专项绩效管理方法提供参考和依据。
Educational research expenditure is an important part of public financial expenditure.With the expansion of education research expenditure,the variety and quantity of scientific research projects increase,the theoretical research on the performance evaluation of educational research projects is relatively lagging behind,and it is difficult to guide the development of scientific research projects in the field of education well.Taking the special performance of educational scientific research as the research core,this paper analyzes the relevant literature and the data of Guangzhou educational special sample,in order to present the overall performance level of Guangzhou educational special project in an all-round way;and through 18 indicators involved in four levels including project arrangement in advance,project management in the event,project results after the event and learning and improvement at the end of the event,the paper explores the influencing factors of the performance of educational scientific research,based on this,some suggestions are put forward to provide reference and basis for the follow-up exploration of the special performance of education and scientific research.
