创新要素流动能否促进地区制造业结构优化——理论解析与实证检验

摘要
在理论阐述创新要素流动对制造业结构优化的作用机理及依赖条件的基础上,利用2000—2016年省际面板数据,采用空间计量分析方法,实证检验R&D人员和R&D资本流动对制造业结构优化的影响,以及相应的影响机制与效应。研究发现,整体上,地区间制造业结构优化存在显著的空间相关效应,且受此效应的作用,两类创新要素在区际间的流动显著促进了地区制造业结构合理化和高度化。影响机制检验表明,R&D人员流动可以通过刺激消费需求和"倒逼"制度变革间接加速制造业结构优化,而R&D资本流动仅通过消费需求这个中介变量,促进了制造业结构优化;此外,创新要素区际流动对制造业结构优化的推进作用还高度依赖于各地区的技术市场发展水平和政府支持程度。
        This paper first analyzed the reason why innovation Factors Flow can affect structural optimization of manufacturing industry in theory.It then used the panel data of provinces from 2000 to 2016 in China and the spatial econometric method to empirically test the impact of the interregional flow of R&D person and R&D capital on structural optimization of manufacturing industry,and the influence mechanism and effect.The results show that the regional optimization of manufacturing structure has spatial correlation effect obviously,and the R&D elements' mobility could significantly make a positive effect on regional rationalization and upgrading of manufacturing structure.The path test shows that the interregional flow of R&D person has promoted optimization of manufacturing industry through stimulating consumer demand and forcing institutional reform,while the interregional flow of R&D person has promoted optimization of manufacturing industry only through stimulating consumer demand.In addition,the impact of the interregional flow of R&D person and R&D capital on structural optimization of manufacturing industry is also highly dependent on the level of technological market development and government support.
