摘要

如何合理评价教育绩效,引导大学学科充分利用有限资源,提升内涵建设效益,是当前高校和各级政府亟需思考的问题。通过分析现有教育绩效评价理论与方法现状,发现现有评价面临评价取向、评价体系及评价方法等多方面挑战。基于此,对已有"广义教育绩效评价"的新理念进行深度分析,提出应遵循教育发展规律,结合总体建设目标和管理机制,在"绩效思维"框架下,综合研判教育资源投入与产出关系,来评价教育绩效。为使"广义教育绩效评价"理念现实可操作,提出"二维投入-产出"方法模型及其应用机理,并利用关键绩效点,提出"平均绩效点分区法",为建立科学的教育绩效评价体系提供借鉴。
        How to reasonably evaluate educational performance, guide university disciplines to make full use of limited resources, and improve the efficiency of connotation construction are issues that universities and governments at all levels need to think about. By analyzing the current status of existing educational performance evaluation theories and methods, it is found that the existing evaluation faces many challenges such as evaluation orientation, evaluation system and evaluation method. Based on this, the paper analyzes the new concept of"generalized education performance evaluation" and proposes that it should follow the law of education development, combine the overall construction goals and management mechanism, and comprehensively judge the input and output of education resources under the framework of "performance thinking" to evaluate educational performance. In order to make the concept of "generalized education performance evaluation" practical and feasible, the "two-dimensional input-output" method model and its application mechanism are proposed, and the method of regional classification by average performance point is proposed to provide references for the establishment of a scientific performance evaluation system of education by using key performance points.
