摘要

近五年多来,习近平总书记在多种不同场合的系列重要讲话中对新时代资本市场建设发表了一系列重要论述,本文对此做了系统梳理和深入剖析。作为习近平新时代中国特色社会主义经济思想的重要组成部分,习近平总书记关于资本市场的重要论述可以归结为以下几条脉络:(1)要抓住完善金融服务、防范金融风险这个重点,推动包括资本市场在内的金融业高质量发展;(2)深化资本市场供给侧结构性改革要贯彻落实新发展理念,回归金融本源,为实体经济发展提供更高质量、更有效率的金融服务;(3)要通过深化改革,打造一个规范、透明、开放、有活力、有韧性的资本市场,投资者权益能得到充分保护;(4)要完善资本市场基础性制度,把好市场入口和市场出口两道关,加强对交易的全程监管;(5)推动设立科创板并试点注册制尽快落地;(6)严厉查处和惩治各类资本市场违法违规行为,解决资本市场违法违规成本过低的问题。
        Over the past five years, General Secretary Xi Jinping has made a series of important comments on how to develop capital market in the new era. This paper makes systematic analysis and in-depth analysis on this subject. As one major part of the Socialist Economic Thought with Chinese Characteristics in the New Era, General SecretaryXi Jinping's thoughts on the development of capital market can be summarized into the following themes.(1)Place emphasis on improving financial services and reducing financial risks, propel high-quality development of the finance industry including capital market.(2)Implement the new development idea in deepening the supply-side structural reform, return to the origin of finance and provide higher financial services with higher quality and more efficiency for the real economy.(3)Develop a normative, transparent, open, vibrant and ductile capital market and make investors fully protected.(4)Perfect fundamental mechanisms of the capital market, guard the entry and exit gate of the market and supervise the whole trading process.(5)Promote the Shanghai Stock Exchange to set up the Science and Technology Innovation Board and pilot the registration-based IPO mechanism.(6)Scrutinize and punish illegal activities and irregularities, to raise the cost of relevant activities.
