基于关键绩效指标的基层党组织评价体系探究

摘要
建立科学完善的基层党组织评价体系,能不断提高基层党建工作的科学化、制度化和规范化水平,有效保障基层党组织健康科学发展,更有利于宣传党的主张、贯彻党的决定。本文以浙江省文化厅的基层党组织为例,阐述了建立基于关键绩效指标的基层党组织评价体系的内涵和意义,并通过实证调研分析了当前基层党组织评价体系的现状和存在的问题,最后对于如何确立关键绩效指标、如何构建科学合理的基层党组织评价体系提出建议。
        Establishing a scientific and perfect evaluation system of grass-roots Party organizations can continuously improve the scientific, institutionalized and standardized level of grass-roots Party building, which effectively guarantees the healthy and scientific development of grass-roots Party organizations, and that is more conducive to publicizing the Party's proposals and implementing the Party's decisions. Taking the grass-roots Party organizations of Zhejiang Cultural Department as an example, this paper expounds the connotation and significance of establishing the evaluation system of grass-roots Party organizations based on key performance indicators, and through empirical research, it analyses the current situation and existing problems of the evaluation system of grass-roots Party organizations. Finally, it puts forward suggestions on how to establish key performance indicators and how to build a scientific and rational evaluation system of grass-roots Party organizations.
