摘要

移民贫困问题严重影响水利工程的建设,主要是移民资金应用不当引起的。针对这一情况,以贵阳市花溪红岩水库工程移民资金为例,对其去向进行研究。该研究在风险导向审计的基础上,首先进行指标选取并构造判断矩阵,然后计算指标权重,最后根据计算结果,确定水利移民资金应用去向。红岩水库工程移民资金去向是:农业项目>服务项目>工业项目。
        Poverty of resettlement population majorly caused by improper application of resettlement funds had seriously affects the construction of water conservancy project. In view of this problem, taking the Hongyan Reservoir Project at Huaxi Prefecture of Guiyang City as example, the application direction of resettlement funds is studied.On the basis of risk-oriented audit, indexes are selected to set up a judgment matrix first; then the weights of indexes are calculated; finally the application directions of water conservancy resettlement funds are determined according to calculation results. The application direction of Hongyan Reservoir Project is agricultural projects > service items > industrial projects.
