摘要
推进世界一流大学和一流学科建设,需从国家战略层面对高等学校的师资队伍建设、创新人才培养、科学研究水平、创新成果转化等进行统筹改革。高等学校行政人员作为大学发展中一支不可或缺的人才队伍,对于学校正常运作、改革发展起着重要的推动作用。完善高等学校行政人员的激励与约束机制,已经成为"双一流"建设及高等教育综合改革的一项重要而紧迫的任务。调查表明,当前高等学校行政人员的管理面临诸多挑战:如缺少职业发展规划、缺乏现代管理的专业训练、岗位设置不合理、绩效工资分配的公平性和激励性不足等。改革高校行政人员管理制度,应拓展行政人员的职位晋升空间,加强薪酬激励,实行分类和差异化的考核评价,促进行政人员的专业化和职业化。
To promote the construction of world-class universities and first-class disciplines, it is necessary to carry out an overall reform on the construction of teaching staff, the innovative personnel training, the level of scientific research, and the transformation of innovative achievements in the national strategic level. As an indispensable talent team in the development of colleges and universities, administrators play an important role in promoting the normal operation of learning and reform and development. Therefore, to improve the incentive and restraint mechanism of administrators at colleges and universities has become an urgent task in the construction of "Double First-Class" universities and the comprehensive reform of higher education. Surveys show that the management of administrative staff in colleges and universities is facing many challenges, such as the lack of career development planning and professional training of modern management, unreasonable post setting, and the insufficient fairness and incentive of performance pay distribution. It is necessary to expand the promotion space, strengthen pay incentive,implement a categorized and differentiated evaluation, and finally promote the specialization and professionalization of administrative personnel so as to reform the administrative personnel management system in colleges and universities.
