基层党建与基层治理互动的机理、模式与机制——以浙江省P县为例

摘要
创新基层党建对推进基层社会治理现代化有着不可或缺的作用。浙江省P县郑家坞镇坚持"围绕中心抓党建,抓好党建促发展"的理念,以全科干部、全责书记、全心党员为载体,突出抓好联系村干部、农村党组织书记、农村党员三支基层执政骨干队伍建设,建立就亲就近就便为原则的党员联系农户制度、党员实绩公示制度、党员先锋指数考评制度、党员权责统一办法、村民履行道德义务红黑榜制度等工作机制,构建起"党委政府—村两委—农村党员—联系农户"的工作落实构架,推动了基层治理工作,形成了基层党建与基层治理互动的政治保障机制、动力机制、实现机制。
Grassroots Party construction's leading and participating in grass-roots social governance is an effective entry point and a precise point to advance the modernization of grassroots governance. Innovating grass-roots party building plays an indispensable role in advancing the modernization of grass-roots social governance. In Zheng Jiawu Town, Pujiang County, Zhejiang Province, it adheres to the concept of "focusing on the construction of the party around the center and focusing on the construction of the party for development", with the general cadres, the fully responsible secretary, and whole-hearted party members as the carriers. It is required to focus on building three key cadres at the grassroots level, including village cadres, party secretaries in rural areas and rural party members. Some working mechanisms will be established such as a system for contacting rural households, a system for publicizing party members' achievements, a system for evaluating the vanguard index of party members, unified measures for Party members' rights and responsibilities, and a system for villagers to fulfill their moral obligations. The work implementation framework of the "Party Committee Government-Two Committees in Village-Rural Party Members-Linked Farmers" has been established, which has promoted grassroots governance and formed a political guarantee mechanism, motivation mechanism, and realization mechanism for the interaction between grassroots party construction and grassroots governance.
