摘要

利用多期(1994-2014年)森林资源连续清查数据,对陕西省及其以水文、地形、地貌等为依据划分的陕南、陕北、关中等三区域森林资源数量、结构、质量及其动态变化趋势与原因,森林资源增长潜力等进行了分析或预测,提出了针对性、差别化的经营管理对策。研究结果表明,20年来,全省森林资源总量呈稳步增长趋势,在1998年实施天然林保护工程后增幅扩大;陕北、陕南森林资源总量增长较快,关中森林资源总量变化不大;森林结构渐趋合理;森林质量逐步好转;生态功能显著增强;国家林业政策调整、民众生活方式改善与转变等是引起森林资源优化的主要因素,今后陕西省应继续实施分区域的林地建设与利用保护目标和差别化的林业经营管理政策。
        The data from continuous inventory of forest resources from 1994-2014 were applied to analyze the forest resources in three areas——north of Shaanxi,middle of Shaanxi and south of Shaanxi in terms of quantity,quality and structure and dynamic change as well as the potential of increase.Tailored management measures for forest resources in different situations were developed.The result showed that over 20 years,the overall forest resources in Shaanxi are increasing,especially since the program of natural forest protection starting in 1998.Forest resources in north of Shaanxi and south of Shaanxi increase quickly,while that in middle of Shaanxi keeps stable.Forest structure in Shaanxi tends to be rational and quality of forests turn to better,with ecological function performing better.It is believed that new forestry policy and the change of life style are main driving force for the change of forest quality.Future of Shaanxi forestry would be focused on implementing regional specific construction and utilization based on differentiated policy management.
