摘要

草原生态保护补助奖励政策是加快草原保护、建设生态文明、促进城乡区域协调发展的重要举措。研究以宁夏7个草原生态保护补助奖励政策实施主要县区为调查对象,对首轮草原生态保护补助奖励政策的实施效果进行评价。结果表明:补奖政策实施以来,取得了良好的效果,但仍存在补奖标准不能满足牧民需求、禁牧政策缺乏灵活性、草原监管执法能力不足等问题。为此提出了建立补奖标准增长机制,实施差别化补奖标准,探索草原禁、休、轮制度,促进草原可持续发展机制等建议。
        The grassland ecological premium policy is an important measure to accelerate grassland protection and build ecological civilization and promote coordinated development between urban and rural areas. The study looked at 7 major counties in Ningxia, and evaluated the effect of the first policy. The results show that good effects have been achieved since the implementation of the policy, but there are still many problems, for instance, the standard of compensation is low and same, the policy is inflexible, regulation andlaw enforcement isn't enough, and so on. What the study suggests is establishing a mechanism to ensure stable growth, using differentiated standard, exploring grazing system, promoting sustainable development and so on.
