完善残疾人申请教师资格政策的研究与思考

摘要

本研究采用文献法和调查法对我国残疾人担任教师的历史与现实情况,以及国内外保障残疾人就业的法规政策进行了梳理,指出招考录用制度"去门槛"是国际社会保障残疾人参与权、就业权的普遍做法,必须以公平的观念去改革和完善我国教师资格制度,要取消我国教师资格制度中对残疾人的排斥性规定,保障残疾人享有平等申请教师资格的机会与参与竞争过程的权利。研究指出需要区别和处理残疾人拥有申请教师资格的机会与获得教师岗位的关系、普通话测试与不同类型残疾人语言能力的关系,以及聋人的手语能力与汉语能力的关系。
        This study,based on literature research and questionnaires,analyzes the historical development of disabled Chinese teachers,as well as domestic and foreign laws,regulations and policies related to the protection of disabled persons' employment. The authors conclude that the elimination of limitations imposed on disabled persons in the employment system is a common practice in the international community's protection of disabled persons' rights to participation and employment,and that it is a must to have a fair understanding of the need to reform the system of teachers' qualifications in China,cancel the regulations excluding disabled persons in the said system,and ensure that disabled persons enjoy equal opportunities to apply for teachers' qualifications and the right to participate in the competition. Meanwhile,it is necessary to clarify the relationship between disabled persons' opportunity to apply for teachers' qualifications and their job of teaching,the relationship between the mandarin test and the language skills of different kinds of disabled persons,and the relationship between hearing-impaired persons' sign language ability and Chineselanguage ability.
