基于“非承包面积”征地安置补助费分配机制的创新——以安徽省芜湖市城郊征地为例

摘要
在我国城市化发展进程中,征地安置补助费的分配纠纷已成为城郊最为突出的村民内部矛盾,并引发了许多社会问题。健全安置补助费分配机制,是处理好村民内部矛盾、促进农村社会和谐发展的重要课题。在吸收当前农村安置补助费分配的主要方式和优点的基础上,基于农村存在的大量"非承包面积"的发现,统筹兼顾各方利益,提出安置补助费分配的新机制——统筹分配法,并对其实践过程中所面临的问题进行了探索。
With the development of urbanization in China,the dissension about the settlement subsidy for land expropriation becomes the most prominent internal contradiction among villagers,which causes many social problems.Perfecting the distribution mechanism of settlement subsidy is an important topic for dealing with the internal contradiction among villagers and promoting the rural social harmonious development.On the basis of absorbing the advantages of main settlement subsidy ways,based on the finding of rural non-contracted,the new distribution mechanism of overall planning distribution is provided.The problems are explored.
