政府投资工程招投标人合谋行为监测画像研究

摘要
文章以大数据为基础梳理,整理了政府投资工程招标人与投标人合谋行为的特征,利用因子分析、聚类分析判别选取了适宜的画像个数构建了基于用户画像的理论研究下合谋行为标签体系。借助R语言的wordcloud2软件包可视化展示不同监测画像的特征标签云,提出一种构建监测情境下画像的分析方法,为政府投资工程招标人与投标人精准定位合谋行为和对象及开展差异化监测措施提供实证研究参考。
Based on big data,this paper sorted out the characteristics of collusion behavior between bidders and bidders of government-invested projects,constructed the label system of collusion behavior under the theoretical research based on user portraits,and selected the appropriate number of portraits by factor analysis,cluster analysis and discrimination analysis.With the help of Wordcloud 2 software package in R language to visually display the characteristic label clouds of different monitoring portraits,this paper proposes an analysis method to construct the portraits under the monitoring situation,which provides an empirical reference for government investment project bidders to precisely locate the conspiracy behavior and objects and carry out differentiated monitoring measures.
